How does the inner circle shape the policy-planning network in France?

Résumé

Abstract Policy-planning organizations have undergone significant development in France over the last two decades. Interconnecting the economic, political and intellectual elites, their study merits particular attention. This paper examines the active involvement of the business community in these organizations to highlight its role in the policy-planning process. Focusing on the top 100 corporations and the top 40 policy organizations, it analyses the structure of their interlocking directorates. The cohesion of the policy-planning network significantly relies on the brokering role of a few business leaders and economists. The network discloses a core-periphery structure and a left–right polarization. The results shed light on the relative convergence among the main policy organizations and the relegation of less consensual organizations to the network periphery.
Les organisations de réflexion politique (ORP) ont connu un développement important en France au cours des deux dernières décennies. Interconnectant les élites économiques, politiques et intellectuelles, leur étude mérite une attention particulière. Cet article examine la participation active des milieux d'affaires à ces organisations afin de souligner leur rôle dans le processus de définition des politiques publiques. Se concentrant sur les 100 plus grandes entreprises et les 40 principales ORP, il analyse la structure des participations croisées dans leurs organes de gouvernance. Le réseau des ORP présente une structure centre-périphérie et une polarisation gauche-droite. Sa cohésion repose en grande partie sur le rôle de pont de quelques dirigeants d'entreprise et économistes. Le cercle dirigeant lié aux principales institutions financières y promeut les ORP les plus libérales. Les résultats mettent en outre en lumière la relative convergence idéologique des principales ORP et la relégation des organisations moins consensuelles à la marge du réseau.
