Penser ensemble le changement des institutions et celui de leur environnement. Trois modèles

Résumé

The text will develop the following thesis : Contemporary transformations of public institutions force the sociologist to make some theoretical inflections in relation to the commonly developed work on institutional change. Indeed, it becomes difficult to study the change of institutions one by one and in relation to a backdrop that would imply the stability of their “mandates” or moral authority. The text therefore proposes to closely articulate the change of institutions and the change of the social context and presents three theoretical models for this purpose: The institution in its context, Institutional fields, and Emerging movements that produce institution. The first model, often implemented by the author on school and mental health, is just recalled. The second is illustrated by the case of public policy on autism, the third by developments in the “modular” way of thinking. In conclusion, the author insists on the precariousness of the institutions and the ways of thinking that they create.
Le texte développe la thèse suivante : les transformations contemporaines des institutions publiques contraignent le sociologue à quelques inflexions théoriques par rapport aux travaux communément développés sur le changement institutionnel. Il devient en effet difficile de seulement étudier le changement des institutions une par une et par rapport à une toile de fond qui impliquerait la stabilité de leurs « mandats » ou de leur autorité morale. Le texte propose donc d’articuler étroitement le changement des institutions et le changement du contexte social et présente trois modèles théoriques pour ce faire : l’institution dans son contexte, les champs institutionnels, les émergences institutionnalisantes. Le premier modèle, souvent mis en œuvre par l’auteure sur l’école et la santé mentale, est juste rappelé. Le second est illustré par le cas de la politique publique de l’autisme, le troisième, par les développements du mode de pensée « modulaire ». En conclusion l’auteure insiste sur la précarité des institutions et des modes de pensées qu’elles instaurent
