Residential Care for Children and Youth in France. A Solid System Facing Major Challenges

The French child protection system builds on a national legislative framework. Since decentralization in 1983, local authorities are in charge of the funding and the follow-up of all measures. However, the State still plays an important role through the Ministry of Justice, with 82% of out-of-home-care measures being court ordered.
Le système français de protection de l'enfance s'appuie sur un cadre législatif national. Depuis la décentralisation en 1983, les collectivités locales sont en charge du financement et du suivi de toutes les mesures. Cependant, l'État joue toujours un rôle important à travers le Ministère de la Justice, 82 % des mesures d'aide à domicile étant ordonnées par les tribunaux.
