Mise en tourisme des champs de bataille et nouvelles formes de coopération entre acteurs

Résumé

RESUME : Depuis les années 1980/1990, dans un contexte politique, mémoriel et social renouvelé et particulièrement marqué par la mondialisation, les modalités de mise en tourisme des espaces historiques liés à la Grande Guerre ont changé. La reterritorialisation des politiques publiques dans les domaines du tourisme, du patrimoine et de la culture, liée à la décentralisation mais aussi à l'ouverture européenne, a contribué à faire émerger de nouveaux acteurs dans la valorisation du patrimoine de la Grande Guerre. Tant à l'échelle locale que nationale, le " tourisme de mémoire ", selon une terminologie largement diffusée depuis le début des années 2000, a été érigé en " filière touristique " au même titre que d'autres formes de tourisme, en réponse à de nouveaux enjeux politiques, culturels et économiques : développement local, attractivité des territoires, affirmation identitaire. Cette contribution souhaite présenter les cohabitations inédites entre les professionnels de la culture, les décideurs politiques et les " amateurs " issus de la " communauté 14/18 " (Offenstadt, 2010) liées à la structuration de politiques culturelles et touristiques intégrant l'héritage de la guerre et à leur territorialisation à de nouveaux niveaux d'échelle. Ces cohabitations font naître des rapports de force et des conflits entre acteurs ne partageant pas forcément la même conception du patrimoine. Elles créent cependant des interactions et des échanges qui transforment les manières de travailler des uns et des autres. Par conséquent, elles ne peuvent être analysées uniquement sous l'angle des tensions opposant " amateurs " et " professionnels ", mais aussi sous celui de l'hybridation des discours et des pratiques. Historiens et artistes travaillent de concert, conservateurs de musées et collectionneurs conjuguent leurs expertises, l'habitant est vu comme ambassadeur du territoire ou " porteur de mémoire " dans les dispositifs touristiques émergents. À partir de quelques terrains, nous souhaitons questionner ces nouvelles modalités de coopérations et ces partenariats. Quelles formes de valorisation renouvelée du patrimoine de la Grande Guerre ? Quels changements à l'œuvre dans les pratiques et les représentations des différents types d'acteurs ? Quels rapports renouvelés au passé et aux territoires ?

ABSTRACT : OPENING UP BATTLEFIELDS TO TOURISTS AND NEW FORMS OF COOPERATION BETWEEN DIFFERENT STAKEHOLDERS In a renewed political, memorial and social context, particularly marked by globalisation, the ways in which historic Great War sites are opened up to tourists have changed since the 1980s and 90s. The rescaling of public policies in the tourist, heritage and cultural domains, linked to decentralisation as well as increased European involvement, has contributed to the emergence of new stakeholders in the optimisation ofGreat War heritage. To use the terminology widely adopted over the last dozen or so years, "commemorative" or "remembrance tourism" has become a tourist sector in its own right alongside other forms of tourism, at both a local and national scale. This is the outcome of new political, cultural and economic challenges: local development, attractiveness of territories, identity affirmation. This intervention aims to present unexpected collaborations between culture professionals, political decision-makers and "amateurs" from the "14-18 community" (Offenstadt, 2010) linked to structuring cultural and tourist policies integrating war heritage and their "territorialisation" on new levels of scale. These collaborations will lead to power struggles and conflict between stakeholders who do not necessarily share the same perception of heritage. However, they also create interaction and exchange that transform the ways in which individual operators work. Hence, they should not only be analysed from the point of view of tensions opposing "amateurs" and "professionals" but also from the perspective of cross-fertilising opinions and practices. In emerging approaches to tourism, historians and artists work hand in hand, museum curators and collectors combine their expertise, and residents are seen as local ambassadors or "memory bearers". We wish to raise a number of questions regarding these new methods of cooperation and partnerships using various areas. What are the renewed forms of Great War heritage optimisation? What changes are being made to the practices and representations of the various types of stakeholder? What are the new relationships to the past and the territories?

OVERZICHT : OPENSTELLING VAN DE SLAGVELDEN VOOR TOERISTEN EN NIEUWE VORMEN VAN SAMENWERKING TUSSEN ACTOREN Sinds de jaren tachtig en negentig, met een vernieuwde politieke, op het geheugen gerichten en sociale context gekenmerkt door de mondialisering, zijn de modaliteiten om historische gebieden in verband met de Eerste Wereldoorlog voor toerisme open te stellen, veranderd. De herterritorialisering van het overheidsbeleid op het vlak van toerisme, erfgoed en cultuur - gevolg van de decentralisering maar ook van de Europese openheid - heeft ertoe bijgedragen dat nieuwe actoren een rol zijn beginnen te spelen bij de valorisatie van het erfgoed van de Eerste Wereldoorlog. Zowel op lokaal als op nationaal vlak kreeg het "Oorlogstoerisme" - terminologie die vanaf het begin van de jaren 2000 op ruime schaal werd verspreid, een "toeristische filière", net zoals andere vormen van toerisme, en dat als reactie op de nieuwe politieke, culturele en economische belangen: lokale ontwikkeling, aantrekkelijkheid van de grondgebieden, bevestiging van de identiteit. Met deze bijdrage willen we de nooit geziene cohabitatie aantonen tussen cultuurprofessionals, besluitvormers en "amateurs" van de "Communauté 14/18" (Offenstadt, 2010) in verband met de structurering van het beleid voor cultuur en toerisme, dat rekening houdt met het oorlogserfgoed en de territorialisering ervan op verschillende niveaus. Uit deze cohabitaties ontstaan krachtsverhoudingen en conflicten tussen actoren omdat ze erfgoed niet altijd op dezelfde manier beschouwen. Toch vloeien er ook wisselwerkingen uit voort, die de manier van werken van elkeen veranderen. Bijgevolg mogen ze niet uitsluitend vanuit de hoek van de spanningen tussen "amateurs" en "professionals" worden geanalyseerd, maar moet ook de kruising van de gedachtegangen en praktijken aandacht krijgen. Historici en kunstenaars slaan de handen in elkaar, museumconservatoren en verzamelaars bundelen hun ervaringen, de inwoner wordt in de nieuwe toeristische voorzieningen gezien als de ambassadeur van het grondgebied, of als "uitdrager van het geheugen". Op basis van enkele domeinen wensen wij deze nieuwe samenwerkingsmodaliteiten en partnerships in vraag te stellen. Op welke vernieuwende manier kan het erfgoed van de Eerste Wereldoorlog worden gevaloriseerd? Hoe evolueren de praktijken en voorstellingen van de verschillende types van actoren? Welke nieuwe banden zijn er met het verleden en met de grondgebieden?
